Intel on the Telvanni, Stonefalls Branch

On the branch

The Central Morrowind Branch began forming half a year after release. Before that, Heimlyn Keep was a location for quiet research, a reliquary maintained by Beron and Merarii Telvanni, pleasant, albeit quiet neighbors. The locals remember this well, because ever-since they have been wary, and children have been scared with stories of Telvanni coming to experiment on them if they wouldn't behave - fairly much like the Mages' Guild. 

Living with the Telvanni nearby

The reliquary has been in the neighborhood forever - the Keepers and the field assistants were helpful mages nearby, nobody had reason to be afraid of them other than childhood stories, and after all, they had been there for as long as anyone could remember, so people would go there whenever they had anything magickal that they needed help with. 

But everything changed when the Daggerfall Covenant attacked. High-ranking Telvanni nobility moved in. However, they are not as bad as the locals expected them to be, which still surprises them. They don't snatch naughty children off the streets, and everyone knows someone who knows someone who has gone there for help and has actually come back, in a hushed voice talking about how the crazy wizards actually helped them while simultaneously scaring them shitless all the time. 

The nobles

Everyone you could possibly talk to agrees that the Archmagister is very kind and speaks highly of her. You will have a hard time finding anyone who criticises her, however, after a few drinks some start to ask questions - a Dunmer noble with such a flawless reputation? They aren't saying anything, no, sera, but don't they all have dark secrets?
Some say she never sleeps.

The others are a lot less pleasant. One of them is even said to be a necromancer, or a vampire, or both! (Rumours are unclear at that point, but everyone talks about that with a lowered voice and meaningful glances.) 
That one is the Archmagister's lover, too. That's why her husband left her, some know. Others are certain that he's in Oblivion, fighting to stop the Planemeld, and there are sources claiming that he's merely on a research trip - to either the Alik'r or the Valenwood or maybe even Wrothgar!

They tell you to never accept drinks from the Curator, "the green mer". They know for certain that he was expelled from Shad Astula because he poisoned a student, who died or did not die, depending on whom you ask. Connections to House Indoril (why Indoril? - They aren't sure, they could tell you at least five people they heard it from, but they don't want them to get in trouble) helped Telvanni Cernon to cover it up, but his career of a teacher was over after the incident.
And now he's a member of the council (after only a few weeks! How convenient that the position was free, everyone agrees.).
